The Distribution list includes Class IV Orgs (those who can deliver the Clear Certainty Rundown [CCRD]), Advanced Orgs (also deliver the CCRD), as well as the Case Supervisors [C/Ses].

Hubbard originally wrote this HCOB on 24 Sep 78. "IV" indicates that this is the fourth revision. It may be interesting to note the changes between the various revisions, but this scholar lacks the source documents. RTC is less than forthcoming in their revision history, which makes this analysis more difficult than unearthing new Dead Sea Scrolls.

The HCOB is marked "CONFIDENTIAL" because it reveals the "secret" of the State of Clear, one of the Scientology milestones on their "Bridge to Total Freedom". Scientology is a gnostic system, whereby the adherent gains information which leads to salvation. This information on the state of clear is one of the "cognitions" required to claim that level.

Hubbard reiterates the intense secretive nature of this information. Hubbard specifies the organization (AO - Advanced Organizations), staff position (C/S - Case Supervisor), and Scientology level (Clear and above) which is responsible for maintaining the secrecy of this material. There are further instructions given to guard the information. There are warnings against telling non-Clears this information. Hubbard then directly states that telling anyone the "Clear cognition" [the gnostic information required for that level] is a "Comm-Evable offense".

The etymology of "Comm-Evable" is classical Hubbard and representative of the loaded language of Scientology. Hubbard uses a noun (Comm-Ev) as a verb by adding "-able". A Comm-Ev, or Committee of Evidence, is an internal Scientology justice proceeding against an offending party. The usual result is a guilty verdict. Typical punishments include an SP (Suppressive Person) declare [excommunication], assignment to RPF (Rehabilitation Project Force) [forced labor], or pulled Certs [demotion].

Thus, revealing this gnosis to non-Clears is considered to be an extremely serious crime. Hubbard enforces compliance to this instruction with the severest consequences available in Scientology.

Given its status within Scientology, Hubbard maintains tight control over who is officially declared to be Clear. In this case, "pc folders" must be sent to the closest Org with a Clear C/S. "pc folders" are the records of the pc's [pre-clear] auditing. Interestingly, this sentence reveals that field auditors and Missions, though delivering auditing that may result in the state of Clear, do not have case supervisors of sufficient training level to "adjudicate" the state. Apparently, Clear Class IV C/Ses are in short supply. Would this instruction be revised in the future Scientology utopia where Earth is well on its way to being cleared? Since Hubbard explicitly forbade rewriting Source (scripture), it is unclear if the group could handle this differently in the future or be locked into a ritual form.

The use of "Dianetic" as an adjective to "Clear" is significant. The State of Clear is the culmination of Dianetic auditing. Later in this HCOB, Hubbard claims amazing powers associated with the State of Clear. When Dianetic Clears failed to demonstrate these powers, Hubbard presented Scientology and "New Era Dianetics for OTs" to address the shortcomings of his Clears.

Hubbard reiterates the instruction that a CLEAR Class I/V Case Supervisor is to view the pc folder. The pc folder may contain information that could reveal the Clear Cognition, so that information must be kept secret. Hubbard is meticulous in preventing a leak.

The phrase "invalidation or any unnecessary eval" alludes to the Auditor's Code, which admonishes an auditor or C/S to not "invalidate" (disagree with the pc) or evaluate (tell the pc what's true). Ironically, Hubbard has already "inval/eval"ed by using a Clear Class IV C/S to tell the pc whether they are Clear or not. The pc cannot claim the State of Clear for themselves without validation from a Clear Class IV C/S.

This is Hubbard's fantastic claim for the State of Clear. There is some ambiguity in Hubbard's writing here. Given the context of the next paragraph, "mental" modifies "matter, energy, space, and time" [MEST] as a whole. "mental MEST " alludes to the basic claim of the Dianetic Clear - freedom from Hubbard's so-called "reactive mind". Hubbard never proved the existence of the reactive mind to the satisfaction of the scientific community.

: and time connected to the thing called MIND. He has been cleared
: of the MASS, PICTURES, etc. It is a negative gain.

Here Hubbard explains that a Clear has erased the negative images from their mind. Due to Hubbard's fundamental misunderstanding of how the E-meter works , he believed that these images actually contained mass. An E-meter is a precision differential ohmmeter, i.e. it measures small fluctuations in electrical resistance. Hubbard reasoned that since these images caused changes in the conductivity of the preclear, then the recall of images must be moving mass inside the preclear's mind and causing the fluctuations seen on the meter.

This is the Clear Cognition. "I mock up my reactive mind" is another way of saying it.

Hubbard says that when the preclear realizes (cognites) that they are creating the masses and pictures in their reactive mind, they become Clear. Hubbard believed that the power to create is also the power to destroy, which can be traced to Hubbard's association with Crowley's Satanists. Thus, when the preclear realizes that they can create (and therefore destroy) bank, the preclear attains the exalted state of Clear.

Here Hubbard places a backdoor on the definition of Clear.  A Clear
could still "mock up mass", i.e.  create reactive bank, but the Clear is
at cause over it because "he knows he's putting it there".  Thus,
Hubbard allows for a Reactive Clear, a contradiction in terms.  Hubbard
required an excuse for not delivering on his claims of superhuman
capability.  Hubbard places the blame for mocked up bank back on the
person, fully exonerating any shortcomings of his Technology.

Here, Hubbard allows Clears to come from several sources. In each case, the preclear must pay money for the various course mentioned. Hubbard, the consumate salesman, puts in an advertisement for New Era Dianetics, the next step on the Bridge.

At one point, Hubbard was allowing "Natural Clears" to be recognized. Natural Clears are defined as those that walk in the door already Clear. Since Scientology does not derive as much income from a Natural Clear, one can understand why that classification has dropped from general practice.

Again, the Auditor's Code is reiterated - recognize the state of Clear when the pre-clear attains it. This statement, found in the midst of instructions that rigidly and secretly define the state of Clear, restricts public recognition until the Clear is officially blessed. The irony is apparently lost upon Scientology adherents. Hubbard, through the C/Ses, controls who is declared to be Clear; Hubbard also "pulled Certs" (invalidated someone's State of Clear). The State of Clear is a validation by Scientology, not by the individual of themself.

Hubbard offers instructions on the various processes that can be run on the Clear. Since the Clear by definition no longer has a bank, certain processes designed to reduce the effect of the bank are no longer appropriate. Thus, NED for OTs (telling the Clear about Xenu and Body Thetans) is appropriate, while Dianetic auditing (aimed at removing engrams) is not.

There are similar warnings regarding the running of engrams on the pre-OT in HCOB OF 15 SEPTEMBER 1978 ISSUE II, NED for OTs Series 2, "WHY YOU CAN'T RUN ENGRAMS AFTER CLEAR". (Copies are available from the Swedish Parliament for a nominal fee.)

Since a Clear obviously has no need for the Clearing Course, Hubbard is either being pedantic or he thinks his C/Ses are complete dolts.

Hubbard's next step on the Bridge for the Clear is NED for OTs (NOTs), of which the Solo Course and OT I are prerequisites.

Hubbard repeats for the third time that only Clear C/Ses can be given information regarding the Clear cognition. Hubbard repeats the dire consequences (Comm-Ev) for releasing this information to a preclear.

The assertion that "Clears are to be made through auditing" is most revealing. Since auditing provides income on the order of $1000/hr, Hubbard makes it "clear" that preclears must pay for spiritual salvation.

Hubbard again asserts that the Clear cognition cannot be issued broadly. The reasons are implicitly understood by the audience: in the gnostic belief society of Scientology, simply knowing this information increases your status in the society. Clears are considered demi-gods within Scientology.

"EP" stands for End Phenomenon, or the final outcome of an auditing cycle or other cultic ritual within Scientology.

Hubbard further bolsters his dire warnings against revealing the Clear Cognition. In this case, releasing the secret of Clear will impede progress at the OT Levels. This appeals to the altruism of the C/S, as well as a fundamental teaching to Scientologists to not impede the progress of a fellow Scientologist on the path to spiritual enlightenment.

"need to be able to recognize the State of Clear". Could it be that Hubbard does not trust his Clear C/Ses to recognize the State of Clear, even though they are themselves Clear? In saying that Clear C/Ses will need to be able to recognize the State of Clear" Hubbard is implying that they may not currently recognize the State of Clear. Hubbard has just invalidated (a Scientology "sin") his C/Ses, which is internally inconsistent with the belief in Hubbard's infallibility.

Hubbard retained absolute control over every aspect of Scientology, declining to delegate authority or trust his followers to be honest about something as personal as their their spiritual salvation. This practice of exercising absolute control over other human beings can be traced to Hubbard's association with Crowley's Satanism as well.

Here are more instructions on the handling of Clears and their records. Hubbard repeats for the second time the instruction that no Dianetic Auditing is to be done on Clears. The marking on the folder may be to prevent non-Clear administrative staff members from browsing the contents and happening upon secret doctrine.
